(c)本项目的特定资格要求：（1）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。（2）从事城市园林绿化项目的施工企业，应持有效的营业执照，施工现场项目管理机构与工程规模相符合，根据本项目实际情况，最低应为5人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各1名；（3）项目负责人具有上海市园林绿化工程从业人员项目负责人电子卡；（4）本项目面向中、小、微型企业供应商采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》。
(c)Specific qualification requirements for this program: (1) Not listed as a dishonest person subject to enforcement, a party to a major tax violation case, or recorded for serious illegal or dishonest behavior in government procurement on 'Credit China' (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn). (2) Construction companies engaged in urban landscaping projects must hold a valid business license. The project management team on-site should match the scale of the project. For this project, the minimum should be 5 people (inclusive), including one person each as the landscape project leader, safety officer, quality officer, materials officer, and intermediate landscape worker (team leader). (3) The project leader must have a Shanghai electronic card for landscape engineering personnel project leaders. (4) This project is open for procurement from small, medium, and micro enterprises. (Welfare units for the disabled and prison enterprises are considered small and micro enterprises.) If the bidder is an
