(b)Qualification requirements to be met to implement government procurement policies: This project shall implement the relevant policy provisions of government procurement concerning supporting micro, small and medium-sized enterprises (MSMEs), mandatory government procurement of energy-saving products, encouraging the procurement of environmentally-friendly products, promoting employment for persons with disabilities, supporting enterprises run by prisons and drug rehabilitation institutions, supporting underdeveloped areas and ethnic minority areas, as well as restricting the procurement of imported products.        

(c)本项目的特定资格要求：（1）供应商未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商。
（2）供应商须具有水利水电施工总承包叁级以上（含叁级），项目负责人应具备水利类中级及以上专业技术职称或水利水电工程二级注册建造师以上资格证书。
（3）本项目面向中小企业（含中型、小型、微型企业，下同）采购

(c)Specific qualification requirements for this program: (1) The supplier shall not be included in the List of Dishonest Persons Subject to Enforcement or the List of Parties Involved in Major Tax-related Illegal Cases published on the Credit China website (www.creditchina.gov.cn), nor in the List of Suppliers with Serious Illegal and Dishonest Acts in Government Procurement published on the China Government Procurement website (www.ccgp.gov.cn).
(2) The supplier shall hold Grade III or above (including Grade III) General Contracting Qualification for Water Conservancy and Hydropower Construction. The project manager shall possess intermediate or above professional and technical titles in water conservancy discipline, or a qualification certificate of Grade II Registered Constructor for Water Conservancy and Hydropower Engineering or higher.
(3) This project is open to small and medium-sized enterprises (including medium-sized, small-sized and micro enterprises, hereinafter referred to collectively as SMEs).
